The design is inspired by the study of Kyiv’s historical development. The long sleeve features the Kyiv Town Hall, built at the beginning of the 16th century in Podil. It became a symbol of the city’s liberation from the feudal and proprietary system of governance, marking the creation of municipal self-government after Kyiv gained Magdeburg rights.

The complex consisted of the Town Hall (Ratusha) itself and a clock tower, which was added in 1697. The Town Hall had an elongated two-story structure, with the second floor being narrower and shorter than the first, illuminated by six round windows.

The tower housed a clock and a copper bas-relief of Archangel Michael. During the fire of 1811, the building suffered significant damage and was dismantled in 1815. The bricks from the structure were used to build the Contract House.

The design incorporates: The seal matrix of the Kyiv Magistrate from 1609; A fragment of a Kyiv plan showing the Town Hall, dated 1695; A reconstruction of the Town Hall's appearance.
